Kindly peruse a request made to the union government of India to consider payment of an ex-gratia payment to the central government pensioners on the eve of principal religious festivals like Id, Durga Puja, X’Mass, Pongal etc considering the acute financial hardship and to join religious customary purpose. Request letters dated 16.10.2010 and 22.06.2011 placed below for ready reference which may kindly be seen for ready appreciation.

Department of Pension & Pensioners’ Welfare vide departmental Portal notification dated 18.10.2011 have deadly turned down the request made by me followed by others quoting a departmental O.M. issued in 1998 / 08. Kindly see the refusal of the Department of PPW reproduced at the bottom of this letter for kind perusal.

Incidentally it is once again mentioned that identical ex-gratia to pensioners are allowed in some states duly obtaining approval of the state cabinet of the ministry. Unfortunately it appears that in the instant case no such move was made instead relied on earlier dated O.M to turn down. We would at least happy to find that the proposal is refused / accepted by an appropriate highest level of the government instrument like central cabinet.

Under the circumstance it is once placed before the highest authority of the central cabinet to reconsider the issue and issue suitable directive considering each and every factual positions brought out. Namaskaram,

Your kind attention is invited to the request made vide mail dated 16-10-2010 (Copy placed below for ready reference) on the captioned subject for consideration at appropriate level. Hope you have gone through the merit of the prayer made and processed for further necessary actions. Since prime religious festival season of the country is approaching very fast & the aged, particularly disabled pensioners started counting down their “days of financial worry ness during incoming religious festivals” the prayer is being brought back on the table. Hope the Government will realize the painful situation and take suitable action to provide some relief. Incidentally it is to mention that the system in question has been introduced at some state government of the country. This is not a grievance, simply a prayer for consideration by Government Thanking you in anticipation. Submitted please.

Market price of all essential commodities has gone through the roofs and as a result there of it has become very difficult to handle additional financial burden in maintaining obligatory requirements connected with religious activity during principal occasions like Id, Durga Puja, Pongal, Christmas Days etc. In most of the cases old aged pensioners are not able to get any assistance from others in these hard days. Extreme critical financial constraints to these aged pensioners during the religious occasions may be appreciated by all.

Considering the financial distress of the aged pensioners during religious festivals some of the state government do allow payment of an ex gratia to their pensioners along payment of bonus to their employees. This system adopted by some state government proved to be very much helpful to aged pensioners. Unfortunately the system is not made available for central government pensioners.

Considering the price hike of the day even salary of the MPs (i.e. Desh Sevaks) had to be increased considerably and as such old aged pensioners may urge government to consider payment of at least 1,500/ as an ex gratia to pensioners while declaring bonus to their employees so that these poor ex- government servants get some relief at the fag end of their life. Union Government of India is requested to consider the issue with sympathy.

Payment of ex-gratia lump sum compensation is granted on death in perfomance of duty due to accidents, act of violence, enemy action, international war, border skimishes and action against militants, terrorists and extremists in terms of this Department OM dated 11-9-1998 read with OM dated 2-9-2008. Hence, the demand for payment of ex-gratia to Govt. Pensioners on the eve of religious festivals for all communities, is not covered under the provisions of this Department OM dated 11-9-1998 and 2-9-2008.”
