Disabled (60%), right side of body fully paralyzed, cannot move out side with
out an escort but can only operate computer / internet with unusual left hand
to communicate rest part of world especially in connection with social welfare
works for betterment to old age disability and disabled persons

attention needed for Aged Disabled Persons-
So far
neglected by all in all respect.
This is a submission to our
beloved Prime Minister, Manmohanji that he will kindly spare 10 minutes and
read this article as a simple Sr.Citizen of the country to realize the actual
status / position of Persons With Disability and how they are treated. Since
practically nothing has been done for betterment of aged PWDs you may kindly
like to take some remedial actions / actions on some suggestions made available
to your government for implementation. Some example of non cooperation,
neglect, ignore, non adherences to instructions, guidance given by POI & PM
may kindly be seen for further necessary action from your end at the earliest
possible.
1. RAILWAY’S ACTIVITY
As the
undersigned is a retired, paralyzed disabled cannot move without an escort made
an appeal to railways since 07.06.2009 to allow my attendant / escort on
railway pass to accompany me in coach I travel. As per normal practice
attendant gets accommodation some 4/5 coaches away from me and thus of no
use. More than 3 years gone, 138
reminders have been issued but railways did not response, probably railway
administrators do feel it below dignity to response to a Sr.Citizen, Paralyzed
Disabled. Copy of reminders available with PMO may kindly be seen.
2. STATE BANK OF INDIA
I was
sanctioned a pension loan of Rs.1.5 lks towards marriage of my younger daughter
in June’2010. EMI @ 533/-, Interest element @ 14.75%. Since market price has
gone up considerably, become unbearable for this poor disabled pensioner, to
tune down the highest interest element a request was made to SBI authority to
reduce higher rate of interest of 14.75% to 8 or 9%. Initially SBI turned down
the request made and declared boldly that they do not have any scheme for
Disabled Persons & on some flimsy grounds which was objected, clarified and
resubmitted to Chairman / SBI for consideration and justice. SBI authority
assured they ensure justice for Persons with Disability. Case now rest with
Chairman / SBI for his consideration. Simple prayer to allow Disablers escort
yet to be allowed but railways have arranged free charity distribution of
costly railway passes to various persons of the society having no connection
with railways or railway works.
3. ACTIVITY OF COMMISSIONER
DISABILITY / WEST BENGAL
Considering
financial constraints of this poor pensioner, paralyzed disabled who cannot
move out side without an escort but can use computer with unusual left hand
towards social welfare works for betterment to aged disabled persons, Governor,
West Bengal Sri. Gopal Kr.Gandhi (2009) and Social Justice & Empowerment
Ministry recommended to provide me a computer for my use. SJE’s Proposal case
bearing No. Case No. 48/1141/09-10 shuttled between Delhi
and Kolkata over a period of 3 years now resting with Commissioner Disability /
West Bengal / Kolkata. Practically no useful purpose
served to a PWD like me even though Governor and SJE Ministry recommended. What
has happened to the funds made available to MPs towards requirements of PWDs.
Correspondences entered into by Commissioner Disability / Kolkata to utilize
MP’s fund but stopped chasing. Thus nothing has been done for PWD.
4. SOME SUGESSIONS GIVEN FOR RAILWAYS
& ROADS
IMPLEMENTATION FRIENDLY TO PWDS
“MORE SUGGESTIONS - USEFUL TO AGED & DISABLED
PERSONS in railways (India
dated 02-02-2010 was sent to railways for
implementation. Only GM / W.Rly informed that they will examine and do needful.
Suggestions made are very useful and friendly to PWDS. Till date not fully
implemented.
5. SJE COULD NOT SAY IF
EXEMPTIOS, RELAXATIONS OR ANY PROVISION EXIST FOR OLD AGED DISABLED PERSONS.
Ministry of Social Justice &
Empowerment, Govt. of India was requested to let me know whether there exists
any rules framed for old aged disabled persons allowing exemptions, relaxations
special provisions (other than financial aspects) made for these victims so
that they can get their works done early in appreciable manner on humanitarian
grounds. Sorry to inform that SJE till date could not reply or able to clarify
the correct position. Exact reason for silence is there exist no exemption,
relaxation or special provision for old aged disabled persons. Incidentally Secretary
UN Org (Disabled) on being referred on the similar line has informed vide
e-mail dated 02.04.2009 “Please see our website for more
information on the Convention on the Rights
of Persons with Disabilities, which is a legally binding treaty on Governments.. Also,India
of Persons with Disabilities, which is a legally binding treaty on Governments.. Also,
It may be seen from above that
nothing has been done for betterment for old aged Disabled Persons and as such
it is requested to kindly consider issuing suitable instruction to an active
secretary to look into the subject issue and take suitable actions so that old
aged disabled persons are benefited. Thanking you.
