Copy of representation made to Prime Minister of India and all other heads of the Government dated 20.06.2011 along with various discussions, comments & suggestions made by Human Right Activist groups of Yahoo from country and abroad received so far is placed at attachment for perusal. [See attachment for ready reference – OAD CASE] The subject issue brought out by Sr.Chinmay Kar vide latter dated 20.06.2011 were discussed with elderly citizens of the society and the general consciousness are recorded below for kind information & necessary action. [Matters related to PM & Ministry of Telecommunications] Para 1. The dealing of BSNL / Kolkata is not at all friendly to customers especially for Sr.Citizen Disabled persons can’t move at all. A proposal to open a single window to entertain e-mails / representations etc matters relating to Old Aged Disabled Person for settlement not taken into consideration till date but again started sending bills settled earlier just to harass a disabled. Since the firm is headed with Govt. Administrators, more sincerity & friendly dealings are expected to settle created dispute.. [Matters related to PM & Ministry of Railways] Para 2. It is not clear as to why Railway Board absolutely remained silent even after receipt of Himalayan peak of 89 [Eighty Nine] reminder prayers from Sri.Chinmay Kar. This is a case of neglect, ignore to Sr.Citizen Disabled who cannot move out side with out an escort by a Government Administration. Incidentally Sr. Citizen PWD unable to move with out escort certified by Govt. Doctor can only have escorts while traveling alone on pass is just a non sense idea of railways. Does Rly. desire that Sr.Citizen Disabled to proceed for pilgrimage,etc with out Sr.Citizen wife at the fag end of life?. In any case such issues needed be considered by highest administration on basic humanitarian considerations. That there exist no Exemptions, Relaxations or any other special provisions made for Old Aged Disabled persons including those cannot move out side is known to every one. Although several request made to SJE and other NGOs, nobody had taken interest to work on this score. A prayer made by Sri.Chinmay Kar duly recommended by Governor / West Bengal and Ministry of Social Justice & Empowerment is lying with Govt. offices but even after a passage of 24 months nothing has been done. The case moved from one end to other end like a shuttle cock of the country with out any result. It is apprehended that disabled claimant, aged 67 yrs will not be able to utilize the product during his remaining life even if his prayer is materialized. This is a very sorry type of dealing. Presently the issue is with Commissioner Disability / Govt. of West Bengal. Concerned mail ID: Dt. This issue is well known to the administration as well as entire well wishers to the victim disable (80%) of the world through web sites for the past 6 / 7 months. This can be treated as the most unfortunate, intentional irresponsible dealings made by ADM / G, DM / N 24 Parganas, West Bengal, India along with some of their subordinates. Election Commission has however arranged issue of EPIC to the victim rejecting DM’s plea for rejection. Insult to Disability and entire PWD community by ADM / G, DM has been condemned by all which damages the image of a civilized country. As regards administrative disciplinary actions the case is now with Ch.Secretary & Home Secretary, Govt. of West Bengal. Besides all above the facts stand now is the disabled victim in question had to sustain serious financial & mental loss due to irresponsible & unwanted dealings made by District Administration, N 24 Prgs for the past 10 years. This poor victim now has no other way but to depend on Government’s help / assistance to carry on further. Under the circumstance it Government may be urged to arrange a befitting compensation to the victim in consideration the opportunity of earning loss sustained due to wrong, intentional irresponsible administrative dealings made by Govt. Authority through the above said officers. Ashim Ghosh, the disabled victim has already made an appeal dated 17.06.2011 to CM/ WB.in this respect. Some sort of Exemptions, Relaxations & special provisions needed be made for these persons of the society as they have some difficulty which can not be compared with others. The above said 4 items of problems can easily be sorted out & solved by Govt. special set up made to deal such cases. Hope Government will take initiative to redress the problems urgently. Hope the Government will realize the painful situation and take suitable action to provide some relief. Incidentally it is to mention that the system in question has been introduced at some state government of the country. EX GRATIA PAYMENTS TO GOVT. PENSIONERS ON THE EVE OF PRIME RELIGIOUS FESTIVALS FOR ALL COMMUNITIES-
Market price of all essential commodities has gone through the roofs and as a result there of it has become very difficult to handle additional financial burden in maintaining obligatory requirements connected with religious activity during principal occasions like Id, Durga Puja, Pongal, Christmas Days etc. In most of the cases old aged pensioners are not able to get any assistance from others in these hard days. Extreme critical financial constraints to these aged pensioners during the religious occasions may be appreciated by all.
Considering the financial distress of the aged pensioners during religious festivals some of the state government do allow payment of an ex gratia to their pensioners along payment of bonus to their employees. This system adopted by some state government proved to be very much helpful to aged pensioners. Unfortunately the system is not made available for central government pensioners.
Considering the price hike of the day even salary of the MPs (i.e. Desh Sevaks) had to be increased considerably and as such old aged pensioners may urge government to consider payment of at least 1,500/ as an ex gratia to pensioners while declaring bonus to their employees so that these poor ex- government servants get some relief at the fag end of their life. Union Government of India is requested to consider the issue with sympathy.

Mamata Bandyopadhyay took over charges as Chief Minister, West Bengal, the Commissioner Disability, Govt. of West Bengal has geared up his machinery and has requested me to send a comprehensive note of my request for further action. Incidentally my appeal on being recommended by Hon. Governor, West Bengal & Ministry of SJE moved like a shuttle cock from one office to the other end since 30-06-2009 (24 months). However initiative taken now is appreciated in respect of a case of Sr.Citizen, Disabled.

Kind attention is invited to the subject issue pending with Social Welfare Department since Aug’2009. Earlier letters along with latest letter dated 17.05.2011 may kindly be connected for ready appreciation. It may be noted that even your letter dated. 04.04.2011 (mentioned at letter dt. 04.04.11) addressed to Secretary, Welfare Department, Government of West Bengal received no attention or ignored.
I am sure you will be unhappy to see a word “Instant case moved like a shuttle cock from one end to the other purposelessly” for past 2 years. Even after recommended by Governor, West Bengal and SJE ministry or request made by SJE (A.S) to Secretary, Social Welfare Department, Govt. of West Bengal, could not bring any effective result i.e. Sr.Citizen, Disabled, Paralyzed cannot move out side totally ignored. I am aware that there exists no specific rules made for betterment to old aged disabled persons but that does not mean that government is helpless & cannot do any thing for these persons.
I will be highly obliged if you kindly consider the entire issue in the light of recent stand of the government and solve the issue with your best judgment so that this old aged disable can think that the government remained with him at the fag end of his life. Thanking you. Namaskaram,

It is understood from news media that Govt. of India have decided to ear mark a fund of rupees ten lakhs to each Member of Parliament from MP’s Lad to meet the expenditure towards benefit of Physically Disabled persons wef. 01.06.2011. Surely this is a well considered decision by the Govt. of India and fully appreciated by all disabled persons. (Attachment)
Certainly the above scheme includes need based help to the Sr. Citizen, Physically Disabled who cannot move outside for what so ever purpose. It ia seen that most of the MPs don’t have any mail ID even though provided with computer device so that they may be contacted using e-governance, some of them have mail ID but does not respond. For an old aged physically disabled person who can not move out side it becomes next to impossible to meet MP of his constituency to contact & represent his case as MP remains always busy with his multifarious nature of works around constituency and other places. What can be done by other individual can not be expected to be done by any aged physically disabled who can’t move. Under the circumstances, considering the constraints brought out at above, it may be necessary to find out a friendly solution for these unfortunate victims on humanitarian grounds so that they are not deprived to get benefit provided by Govt. just for reasons beyond their control.
An example for ready appreciation
Considering the acute constraints of the undersigned aged disabled the Hon. Governor, West Bengal & SJE Ministry of GoI recommended a computer to be provided as a life line to a aged disabled can’t move and processed the case lately by you with Secretary Welfare Department, West Bengal vide No. 15-39/(93)/2008-09/AG dated 31st March / 4th April’2011 & my letter dated 11.04.2011 ( copies at attachment). You might be not happy to find a case of a Sr. Citizen (67 years), Disabled can’t move is moving like a shuttle cock from office at one end to the far end since Aug’2009. Thus the very intention of the Govt. to help an aged disabled is defeated in any way. This is not a reminder but a formal reminder will be sent separately
Suppose I, aged 67 yrs, disabled (right side of body fully paralyzed but can only operate computer with unusual left hand to communicate rest part of world in connection with social welfare works for old aged disability & disabled persons) am needed to approach my MP/ Barasat – Sri. Gobinda Naskar, do you feel it is possible for me to contact him, approach, convenience, pursue and get a work done curtailing his busy & valued time. In such case may I except similar recommendation from SJE?
