ALTHOUGH PRIME MINISTER & PRESIDENT OF INDIA EXPRESSED THEIR INSTRUCTIONS, INTENTION & DIRECTIVE TO THE NATION AT DIFFERENT OFFICIAL PLATFORM FROM TIME TO TIME THAT CASES OF PERSONS WITH DISADILITY BE DEALT WITH SYMPATHICALLY FOR BETTERMENT BUT  THE OUTCOME OF A CASE MAY PLEASE BE SEEN FOR BETTER APPRECIATION. THIS CASE WAS INITIATED IN NOVEMBER'2012 WITH STATE BANK OF INDIA AND WITH RESERVE BANK OF INDIA FROM JULY 2013. UNFORTUNATELY IT MAY BE SEEN THAT NITHER SBI NOR RBI HAVE ANY SYMPATHY, CONSIDERATION, NO SCHEME MADE FOR PERSONS WITH DISABILITY NOW STARTED DESHOULDERING RESPONSIBILITY TO EACH OTHER.
NOW LET ALL OF US WAIT & SEE HOW MANY DAYS, MOTHS & YEARS WILL BE REQUIRED BY SRI. C. RANGANI OF RBI csreerangini@rbi.org.in TO HAVE A SIMPLE ANWER FOR SBI DATED 29-08-2014. NEED NOT HESITATE IN CASE OF DISABILITY TO HELP AN AGED DISABLED PERSON NARRATED AT ABOVE. A simple confirmation in this respect is solicited. It is however NOTED that BANKs are very much interested to provide loans on interest @ 10% & below up to Rs 25 lks to the elite class of society for purchase of Cars or House building  where as charging highest interest @ 14.75% for Pension loan of Rs.1.5 lks to an Old Aged CVC, Paralyzed Disabled, can’t move outside without escorts & cannot earn. Is this not a nice way of implementing Government intention towards PWDs?     Namaskaram,

Another sample case of where good intention & declaration expressed by President & Prime Minister of India to help & do betterment to persons with disability (handicapped persons) are negatively dealt with or simply neglected by government / semi government organization i.e. RBI & SBI. Is this a fair attitude?

Kindly refer to letter dated 17-09-2013, 26-12-2013, and 20-01-2014 in connection with subject issue brought to your kind notice for a clear views of Reserve Bank of India with regard to para 2 (b) observation of Chief General Manager / CSD / SBI / Mumbai’ s letter no. PB / PL / 177B / 118 dated 29.08.2013. In view of clear cut refusal by nodal authority of SBI to consider a case of Old Aged extreme Disabled person in absence of mandatory instruction from RBI you are requested to kindly see once again CGM / SBI’s letter dated 29.08.2013 at attachment & do needful action at your earliest. [Copy of all letters referred in this letter are placed at attachments for perusal]   
Letter issued by Department of communication / RBI dated 27-01-2014 do not indicate that the same is issued with your approval as the request was made to you, name and designation of the issuing authority. It is however not understood although several reminders issued from time to time since 17-09-2013, request of an over aged (ornament ally crowned as Sr.Citizen of the country), cerebral paralyzed disabled as detailed at above is completely neglected by an authority like Reserve Bank of India.
