It is understood from news media that Govt. of India have decided to ear mark a fund of rupees ten lakhs to each Member of Parliament from MP’s Lad to meet the expenditure towards benefit of Physically Disabled persons wef. 01.06.2011. Surely this is a well considered decision by the Govt. of India and fully appreciated by all disabled persons. (Attachment)
Certainly the above scheme includes need based help to the Sr. Citizen, Physically Disabled who cannot move outside for what so ever purpose. It ia seen that most of the MPs don’t have any mail ID even though provided with computer device so that they may be contacted using e-governance, some of them have mail ID but does not respond. For an old aged physically disabled person who can not move out side it becomes next to impossible to meet MP of his constituency to contact & represent his case as MP remains always busy with his multifarious nature of works around constituency and other places. What can be done by other individual can not be expected to be done by any aged physically disabled who can’t move. Under the circumstances, considering the constraints brought out at above, it may be necessary to find out a friendly solution for these unfortunate victims on humanitarian grounds so that they are not deprived to get benefit provided by Govt. just for reasons beyond their control.
An example for ready appreciation
Considering the acute constraints of the undersigned aged disabled the Hon. Governor, West Bengal & SJE Ministry of GoI recommended a computer to be provided as a life line to a aged disabled can’t move and processed the case lately by you with Secretary Welfare Department, West Bengal vide No. 15-39/(93)/2008-09/AG dated 31st March / 4th April’2011 & my letter dated 11.04.2011 ( copies at attachment). You might be not happy to find a case of a Sr. Citizen (67 years), Disabled can’t move is moving like a shuttle cock from office at one end to the far end since Aug’2009. Thus the very intention of the Govt. to help an aged disabled is defeated in any way. This is not a reminder but a formal reminder will be sent separately
Suppose I, aged 67 yrs, disabled (right side of body fully paralyzed but can only operate computer with unusual left hand to communicate rest part of world in connection with social welfare works for old aged disability & disabled persons) am needed to approach my MP/ Barasat – Sri. Gobinda Naskar, do you feel it is possible for me to contact him, approach, convenience, pursue and get a work done curtailing his busy & valued time. In such case may I except similar recommendation from SJE?

Thank you very much for your kind communication. I am really happy to find that the letter in question has been marked as “URGENT SENIOR CITIZENS* ISSUE” and dealt with by “Aging Section” at the SJE Ministry of GoI. In this respect I have a special request to the ministry for consideration to include the word “*DISABLED U/M” so that the recipient can easily recognize that the person is disabled and cannot move. Since your department deals with cases of disabled persons, you might be well aware with the difficulties of senior citizen persons with disability who cannot move i.e. the difficulties are not identical to other PWDs. Hope I have been able to represent you properly. Very soon I will be sending you a proposal indicating the specific problems of aged PWDs who cannot move and some remedial measures (no financial incurrence will be necessary) for kind consideration of the ministry.
As regards my instant prayer I would like to mention that I am aware that there exist no specific rules made for the benefit of old aged disabled persons, who cannot move – but it can be expected that Government will not hesitate to find out suitable way out to help a person in need especially when case has been considered by the Governor of West Bengal and SJE ministry itself.
