Some few days back I referred a case for your kind intervention of a threat case to a disabled (80%) cannot move out side freely i. e. Sri.Ashim Ghosh, Paschimpara, Bongaon. Very promptly I / C Bongaon and Addl.S.P / N-24Parganas took up the issue and did needful so that victim disabled gets relief. I am thankful to both I / C and Addl.S.P / N-24 Prgs that they have kindly contacted me over phone to have details from this aged disable who can’t move out side freely. Thank you every body for nice job done for Disabled Persons who cannot move out side for whatsoever purpose. As E-Mail ID is not available may I request you to kindly communicate this letter of thanks to concerned I / C and Addl. S.P. and oblige.

I agree - কয়েক দিন আগে এক Disabled (80%) বেশ বিপদে পড়ে এবং সমজ বিরোধী রা উতপাত শুরু করে ৷ Disabled Community তরফে ঘটণা আমি পুলিশের উচু মহলে জানাই ৷ মাত্র একদিন বাদেই I /C এবং S.P ঘটনার জায়গায় Inspection করে এবং যথোযোগ্য ব্যাবসথা করে দেন ৷৷ Such an prompt action is treated as very helpful to Disabled persons who cannot move outside for whatsoever purpose. Activity is well appreciated.

মানবিক পুলিশ, মানসিক ভারসাম্যহীন ছেলে ফিরল মায়ের কোলে (Sorce:ABP)

মানসিক ভারসাম্যহীন ছেলেকে মায়ের কোলে ফিরল পুলিশের সহায়তায়। ঘটনাটি উত্তর ২৪ পরগনার গাইঘাটা থানার মণ্ডলপাড়ার ৪৮ নম্বর রেলগেট এলাকার। বুধবার গভীর রাতে এলাকায় উদভ্রান্তের মতো ঘোরাঘুরি করছিলেন বছর বাইশের এক যুবক। জামা-প্যান্ট ও জ্যাকেট পরা যুবকটিকে শীতে কাঁপতে দেখে স্থানীয় লোকজন তাঁর কাছে নাম-ঠিকানা জানতে চান। কিন্তু যুবকটি অসংলগ্ন কথাবার্তা বলে থাকে। এতে সন্দেহ হয় বাসিন্দাদের। ডাকাতি করার উদ্দেশ্যে যুবকটি ঘোরাঘুরি করছে এই ধারণা থেকে সঙ্গে সঙ্গে তাঁরা গাইঘাটা থানায় খবর দেন। পুলিশ গিয়ে যুবকটিকে থানায় নিয়ে আসে। দেখা যায় সে মানসিক ভারসাম্যহীন।
পুলিশ সূত্রে জানা গিয়েছে, স্বপনের বাড়ি বিরাটতে। মা চিত্রলেখা দেবীর সঙ্গে সে যাদবপুরে আত্মীয়ের বাড়ি বেড়াতে গিয়েছিল। সেখান থেকে মঙ্গলবার তাঁরা বাড়ি ফিরছিলেন। শিয়ালদহ স্টেশনে ট্রেনে উঠতে গিয়ে চিত্রলেখাদেবী পড়ে যান। ট্রেন ছেড়ে দিচ্ছে দেখে তাতে উঠে পড়ে স্বপন। বিরাটি স্টেশনের বদলে সে ঠাকুরনগর স্টেশনে নামে। তারপর ঘুরতে ঘুরতে গাইঘাটার মণ্ডলপাড়ায় চলে আসে। রাত ১২টা নাগাদ স্থানীয় বাসিন্দাদের কাছে খবর পেয়ে এস আই অয়ন চক্রবর্তী গিয়ে স্বপনকে উদ্ধার করে থানায় নিয়ে যান। ওসি অরিন্দম ভট্টাচার্য বলেন, “কথাবার্তায় বোঝা যাচ্ছিল যুবকটি ডাকাত নয়, মানসিক ভারসাম্যহীন। কোনওরকমে ওর কাছে জানা যায় বাড়ি বিরাটিতে। বাবার নাম সন্তোষ পাল। থানায় ওর জন্য খাবার, কম্বলের ব্যবস্থা করা হয়।”
ছেলেকে না পেয়ে শিয়ালদহ জিআরপি-তে বুধবার নিখোঁজ ডায়েরি করেন চিত্রলেখাদেবী। তার আগে তিনি বিরাটি থানাতেও খোঁজ নেন। স্বপনের পরিচয় জানার পরে গাইঘাটা থানার পুলিশ বিরাটি থানার সঙ্গে যোগাযোগ করে। বিরাটি থানা থেকে স্বপনের বাড়িতে খবর দেওয়া হয়। খবর পেয়ে ছেলেকে নিতে আসেন চিত্রলেখাদেবী। ছেলেকে ফিরে পেয়ে কাঁদতে কাঁদতে তিনি বলেন, “ওকে ফিরে পেয়ে ভাল লাগছে। খুবই দুশ্চিন্তায় ছিলাম। পুলিশকে কি বলে ধন্যবাদ দেব বুঝতে পারছি না। ওঁদের জন্যই ছেলেকে ফিরে পেলাম।”

Sub: National Council for Senior Citizens to be constituted.

As a Sr.Citizen, Paralyzed Disabled, I am very happy and thankful that you have announced to constitute a “National Council for Sr.Citizens” who will advise the Central & State Government on issues pertaining to Sr.Citizens betterment etc. headed by Minister of Social Justice & Empowerment, Govt. of India. A very good initiative no doubt keeping in view that practically there exist no purposeful rules for the betterment / useful to this category so far. Similar position exists for Aged Disabled & Disabled Persons who cannot move out side for whatsoever purpose. I have contacted concerned SJE department since 2008 but no fruitful result received. Possibly this happened due to non existence of any legal provision made for Old Aged Disabled Persons of the society.

Since PWDs and OADs have been neglected so far I would like to request you to kindly include the issues of Persons with Disability (PWD) & Old Aged Disabled (OAD) at the newly constituted “National Council for Sr. Citizens” so that problems can be sorted out simultaneously by same authority deals the issues i.e. SJE Ministry. Incidentally it is to mention that a large number of incidents, prayer on disability reasons, neglect to disabled, discrimination to PWD, Differential treatment to PWD, Insult to Disabled & entire PWD community etc referred by me, referred by Rastrapati Bhaban Portal are lying indisposed for years together with Sri. J.C.Sharma, E.A.-SJE (sharmajc.msje@nic.in ) and Sri. Lal Sanglur, SJE –Aging ( lal.sanglur@nic.in ) [Copies of such all letters are available with PMOs office]

Though uncalled for but in the interest of better utilization of the “National Council for Sr.Citizen” it is suggested that a revision be made at present Stake Holders and introduction of new faces be considered as some of the present Stake Holders do not function at all. Stake Holders list should contain contact telephone number and address for ready appreciation.

National Council for Senior Citizens to be constituted:PM

Prime Minister has approved the constitution of a National Council for Senior Citizens. The Council would advise the Central and State Governments on issues related to welfare of senior citizens and enhancement of their quality of life with special reference to (a) policies, programmes and legislative measures; (b) promotion of physical and financial security, health and independent and productive living, and (c) awareness generation and community mobilization.

The Council would be chaired by the Minister of Social Justice & Empowerment.

Other members of the Council include the Minister of State, Social Justice & Empowerment, the oldest Members of Lok Sabha and Rajya Sabha, representatives of 5 State Governments (one each from the North, South, East, West & North Eastern Regions) and 1 Union Territory by rotation, 5 representatives each from Senior Citizens’ Associations, Pensioners’ Association, NGOs working for Senior Citizens and Experts, and five senior citizens who have distinguished themselves in various fields.

The Council would be anchored in the Ministry of Social Justice & Empowerment.
