The issue “Even Govt. officials neglect e-mails of PWD who cannot move - this attitude needs be changed on humanitarian ground “ & “PWD friendly arrangement needed be made at all Govt. & other offices, e-mail services accepted for those who cannot move physically..” is being discussed at length at various social net works like fb,twitter etc for betterment to old aged disability & disabled persons, specially those cannot move. Probably high designators feel it below dignity to acknowledge or reply to a Person with Disability, who cannot move. However there are some exceptions who in pursuance with traditional Indian culture of paying respect to Sr. Citizen / PWDs: & others who……
1. GM / W.Rly./ India :- Suggestions moved by a Sr.Citizen (Disabled) “SOME SUGGESTIONS - USEFUL TO AGED & DISABLED PERSONS WHILE TRAVELLING IN A TRAIN COMPARTMENT / RLY. STATION” was sent to all GMs, Rly.Bord of Indian Railways for consideration & implementation. ONLY GM / Western Rly (Maharastra, India) responded & informed they will examine for... . Others simply ignored, neglected…. .
2. Whenever a reference is made by Sr. Citizen, Disabled to Sri. Gopal Ch. Basu, CGM / GM, Kolkata Telephones (BSNL) – He always acknowledges the receipt & issue suitable directives.
3. A request “Computer set as a life line to a paralyzed disabled in lieu of artificial limbs etc” was made to Governor of West Bengal. Hon. Governor passed sympatric orders immediately –> machinery miserably failed to comply till date
4. Refusal by taxi driver to a disabled who cannot move and a e-mail fishing case was brought to the notice of Commissioner of Police, Kolkata. On receipt of e-mail Sri.G.M Chakroborty, CP immediately contacted me over phone & e-mail and disposed the issues.

Some other type of dealings including a very nasty one:-
5. Normally Dr. T.D.Dhariyal, Dy.Chief Commissioner, office of the Chief Commissioner, Person with Disabilities, New Delhi do not reply / response to a reference made by Disabled except once. A quarry was made whether there exists any Exemptions, Relaxations or any special provisions made out in respect of persons with old age disability and Disabled. Dr. TDD vide his mail dated.03-03-2009 advised me to contact Commissioner (Disabled) Kolkata to get a loan (Which I had never applied to him or his department).
6. Prayed before Railways to allow my attendant / escort to travel along with me on pass as I cannot move with out escort and my wife, Sr.Citizen, sickly women cannot be an escort – Prayer is with Railway Board and even after 74th reminder since 2009 no improvement made.
7. Entire episode of “DIFFERENTLY TREATMENT TO A DISABLED (80%) & INSULTS MADE to Persons with Disability by DM / North 24 Parganas / West Bengal / India
Sub: Issue of EPIC to Sri. I am really very happy to be with all of you with my request on the occasion of 68th glorious series of reminders and continue to wait by reminding till you refuse the prayer made by this Retd., Sr.Citizen Disabled, right side of body fully paralyzed, cannot move out side with out an escort. Incidentally this is not a traditional appeal in terms of prevailing rules (framed some 80 years back during British colonial period) but prayed for consideration purely on humanitarian reasons of an extreme paralyzed disabled. Paralyzed Pratibandhi Buddha (67yrs) Buddhi (60yrs) ke bina bahar nehi ja sakta, Asthma Patient Buddhi escort to Buddha nehi ban saketa. The basic prayer is to allow his attendant / Escort free to travel in 2nd class may be allowed to travel along with his extreme disabled person who cannot move for what so ever purpose, a Comp. Rly Pass holder as detailed in his earlier prayers. The prayer made on Humanitarian Ground and as a Special case considering the difficulties explained in details vide series of letters referred to at above stands good. You are aware that pending approval this disabled had to cancel the intended south India pilgrimage tour at the fag end of his life.
Now this Retd. Disabled Sr.Citizen intends to visit pending south India pilgrimage spots along with his wife (aged 60 yrs a sickly asthmatic patient) only by this Nov'10 provided an escort is allowed to accompany me as prayed. A 60 year aged sickly lady cannot serve me as an escort which surely you will agree. [Since only daughter eligible to get pass ( Sikha Kar ) married on 27-06-2010 now onwards only myself and wife, both Sr.Citizen will travel with pass henceforth]** Now with the change of status after 27.06.2010, only self disabled and wife, with aged disability Sr.Citizen who cannot be an Escort to me request to allow my attendant (For my specific case Escort) to travel along with me in same class I TRAVEL
Again a time to time reminding this case have become necessary for a Hemaparasis Disabled(60%) right side of body fully paralyzed, cannot move out side to chase a case at different office as his prayer is not receiving attention by the Railway Administration probably due to very much tight schedule now a day. Considering this reminder twice in a week will henceforth will be issued. A certificate of Government Doctor (SDMO/Bongaon, Govt. of W.B) on Rly standard format is enclosed for ready appreciation who has certified that I cannot move without an escort. As committed earlier, a Further certificate issued by Chief Medical Supdt. / M.Rly. / Kolkata that I cannot move without an escort is enclosed as further documentation.
Hope this disabler’s case may get humanitarian consideration at any moment by a kind hearted human being and his prayer is approved. Thanking you all. Yours faithfully,

Thanks for revision of the determination age of Sr.Citizen as 60 for male & 58 for women during placement of Budget for 11-12 (Rlys). Incidentally I am a Sr. Citizen (66+), Disabled (60%) right side of body fully paralyzed and cannot move out side with out an escort and my wife a Sr. Citizen (59+) is a sickly patient suffering from acute asthma for past 35/40 yrs. Madam you are available at fb,twitter etc and as such request copy is being placed there for your ready reference & remembrance.
Considering the acute constraints brought to your knowledge by this oldest member of your railway family, I like to request you to kindly approve my prayer by allowing my attendant / escort to travel along with us against my complementary1st class pass(self & wife only) as a special case on humanitarian grounds to extreme disabled & Sr. Citizens.

I am really very happy to be with all of you with my request on the occasion of 68th glorious series of reminders and continue to wait by reminding till you refuse the prayer made by this Retd., Sr.Citizen Disabled, right side of body fully paralyzed, cannot move out side with out an escort. Incidentally this is not a traditional appeal in terms of prevailing rules (framed some 80 years back during British colonial period) but prayed for consideration purely on humanitarian reasons of an extreme paralyzed disabled. The subject issue has been discussed at length on line vide copy of letters placed at attachment for ready appreciation.
It appears that although government departments had STOPPED demanding furnishing copy of documents duly attested by any government gazette officers, instead, even a peon of the government offices refuses to accept any prayer / application including copies of enclosed documents with out being attested by a government gazette officer clearly ignoring self attestation of the incumbent.
Such unhappy incidents could have been avoided in case a proper directive in this regard is issued to all concerned for information and guidance.
Hope that Government at appropriate level will take suitable immediate action so that there should be no trouble any more.

Getting a document attested by a gazette officer of the government department is a problem and time consuming factor on the either side. As attestation is required very frequently for any kind of official business the system may be simplified as suggested by Sri.Chinmay Kar and others. Simplified system will also be very much helpful to those who cannot attend any offices for physical constraints etc. Proper administrative authority may like to issue suitable instructions accordingly.

Submission of documentary evidence in support of a representation, claim etc before the competent authority of the department are required to be made with attestation made by a gazette officer of the government, Normally a government department do not accept any documentation/s accompaniment to appeal / representation with out attestation by government officer.
Banks however introduced a new system of accepting copy of documents duly signed by the applicant himself. This “self attestation” system appears to be more acceptable as in case of any eventuality the person produced the document under his own signature can be taken up straight way instead of cumbersome method of fixing up responsibility.
Getting a document attested by a gazette officer of government department duly complying paraphernalia’s is a time consuming and turf job. Officer may not be available, reluctant to sign and deliver to an outsider not known to him and comparing official’s reluctance to spare time for such extra works etc. creates harassment to get attestation. Persons with old age disability and disabled who cannot move are the worst sufferer of this system of attestation by a gazette officer. Getting attestation by a gazette officer is so turf that PWDs are even afraid of having dream for getting attestation where as for every purpose attestation is required.
In view of the extreme difficulties explained above in details, it is urged that Person with Old Age Disability and Disabled who cannot move may be exempted as a special case to submit ‘documents duly attested by a gazette officer of the government’ and be allowed to submit “self attested” documents along with their appeals / submissions henceforth. It is requested that suitable directive from the government be issued at the earliest so that troubles of PWDs are minimized to some extant.

Submission of documentary evidence in support of a representation, claim etc before the competent authority of the department are required to be made with attestation made by a gazette officer of the government, Normally a government department do not accept any documentation/s accompaniment to appeal / representation with out attestation by government officer.
Banks however introduced a new system of accepting copy of documents duly signed by the applicant himself. This “self attestation” system appears to be more acceptable as in case of any eventuality the person produced the document under his own signature can be taken up straight way instead of cumbersome method of fixing up responsibility.
Getting a document attested by a gazette officer of government department duly complying paraphernalia’s is a time consuming and turf job. Officer may not be available, reluctant to sign and deliver to an outsider not known to him and comparing official’s reluctance to spare time for such extra works etc. creates harassment to get attestation. Persons with old age disability and disabled who cannot move are the worst sufferer of this system of attestation by a gazette officer. Getting attestation by a gazette officer is so turf that PWDs are even afraid of having dream for getting attestation where as for every purpose attestation is required.
In view of the extreme difficulties explained above in details, it is urged that Person with Old Age Disability and Disabled who cannot move may be exempted as a special case to submit ‘documents duly attested by a gazette officer of the government’ and be allowed to submit “self attested” documents along with their appeals / submissions henceforth. It is requested that suitable directive from the government be issued at the earliest so that troubles of PWDs are minimized to some extant.
