Kind attention is invited to my letter dated 11-05-2011 placed below. Except arranging refund of Rs. 14.22 (what about S.T.) erroneously billed / had to be paid, no positive action has been taken by you so far referred to you. It is observed that making erroneous bill & compelling customer to pay it has become a regular practice of BSNL. For the instant case an old aged disabled person who can’t move had to suffer time & again. Further it is observed that your department did not even bother to go through the past settlement letters mentioned at letter dated. 11-05-2011. More letters, etc will be referred as and when necessary. As regards para 1 of letter dated 11-05-2011 you are requested to offer your views at the earliest.

As regards item (A) of letter dated 11-04-2011 kindly send your views at the earliest so that in case of necessity the issue may be discussed with Nodal Ministry for aged persons, PM, SJE in connection with aged disabled who cannot move out side for what so ever reasons. Incidentally my earlier mail dated 25-03-2009 and follow up may be connected.
As regards item (B):- I have received a letter from CAO-TR-ALP bearing No. CAO TR / Email / 2402-6000 dated. 25-04-2011 while I was out of HQ. It appears from the letter that either CAO ignored the aspect mentioned regarding disposal of the disputed issue by BSNL Hd. Office in 2009 or avoided issue through a normal reply. Probably CAO is not aware that two of his Senior Accounts Officers had to attend my residence for a detail discussion at the directive of CGM. As such situation stands same / objections sustained as informed vide letter dated 02-05-2011. To enable to pick up loose threads of earlier settlement, only few correspondences made between the parties are mentioned for ready reference and a large number of refund adjustments bills may be connected. I am out of my head qtr. and as such this is an interim letter for your information.
It is to place on record that the discrepancies have been brought to the notice of addressee since their office settled past cases some two years back.
It transpires from a communication received from concerned AO (he has not been addressed) that they have not gone through the earlier settlement made by CGM and just replied casually. Thus issue remains unsettled and I am required to pay bills “Under Protest” In this connection it is further to place on record that all future reimbursement of erroneous bill will be charged interest @ prevailing bank rate in pursuance with Interest Act’1980 since BSNL is in a habit of drawing erroneous bills as pointed out vide letter dated.25.04.2011
In case earlier settlement papers are not available with BSNL kindly let me know by return that “we (BSNL) have lost the earlier documents” I send you papers for ready appreciation and necessary actions.
Hope you have realized the position and take suitable steps so that this disabled is not harassed any more. Thanking you,

1. This is to inform that Tel. Bill for April’2011, Bill dated 07-04-2011 drawn again erroneously as visible at www.calcuttatelephones.com is yet to be received (25-04-2011, 20.00hrs). I will be away from my HQ and will be carried to my home town to exercise my democratic right of casting vote to be held on 27-04-2011 & as such may not be available 30-04-2011. This aspect may kindly be kept in view so that this disabled is not put in trouble..
2. Received a letter from AOTR / ALP-III, Calcutta Telephones, Alipore assuring me that an amount of Rs.14.22 erroneously charged towards late fee is being reimbursed through next bill. Thus BSNL made mistakes for the fourth time and had to rectify their own mistakes subsequently. This is not a good scenario / image for a commercial organization like BSNL.
3. As regards item A & B (Except Rs.14.22 mentioned above) suitable remedial actions as requested are yet to be taken.
Hope you will look in all the 3 items mentioned above and oblige.

No response received so far with regard to item (A) referred to at above.
As regards item (B) I & II it is to state that Rs. 14.22 erroneously charged & paid vide Jan’11 bill towards late fee is yet to be refunded. Jan’11 bill also paid through cheque & in case not received by BSNl, please let me know so that I can refer the matter to concerned Bank & Police authority. Confirmation by Banker’s statement received.
With regard to ‘Fixed charges’ of Rs. 120/- it is to state that payment was made under “Objection”. It is to inform that Web bill shows that the fixed charges of Rs.120 [- is again included in bill for April’11. & no cognizance has been given to you mail dated 23.03.2011.
Incidentally it is to mention that a settlement was made by you ii 2009 when a fixed amount of Rs.662/- (fixed payable amount for HP=UL750) is required to be paid, a life time modem is free for me etc. Since then there has been no change in billing & status. The issue was settled at the intervention of CMD / BSNL by CGM / Kolkata. It is now apprehended that one fine morning some down stream official of BSNL may raise a question how this can be done by CGM i.e any subsequent differential treatment tantamount to challenging authority of CGM.. However sine the issue is with in the knowledge of CMD, a copy of this will be endst. to CMD after a week for initial information in reference to CMD’s letter dated.10.03.2009. Namaskaram.

I am a very small person but as discussed with other well wishers I like to avail the golden opportunity to give full marks, congratulations to Election Commission of India for conducting a free, fair, peaceful & justice to justice denied disabled person during W.B.Assembly election 2011 this time.
Incidentally it may not be out of place to mention that the incidences of 1) differential treatment made by N 24 Prgs District Administration to a disabled (80%) citizen, 2) misuse of administrative powers, 3) illegal video photography using government exchequer to defame a disabled citizen & family at an open space of his residence, 4) deliberate insults to disablers & entire PWD community conducted under leader ship of ADM/G & his flower officials on 30-08-2010 in front of DM/N-24 Prgs, 5) Issue of a hasty, imaginary, mala-fide, perverse order 04-10-2010 contradictory to vast documents produced by DM / N-24 Prgs (Suppressed publishing of order for 56 days i.e. up to 30-11-2010) against a disabled (80%) citizen who cannot move. etc, we believe that commission & highest administrators of Government of India and West Bengal might have taken proper notes for remedial and further actions to ensure corruption as well as misuse of official power free administration. Persons involved (Names of incumbent not indicated now considering decorum aspect) in this unfortunate case are a) 3 inspection officials attended my residence on 07-01-2010 as per order of SDO/BDO-Bongaon (ALRO to be excluded as he had no function), b) ADM/G main Architect & leader of insult issue of PWDs on 30.08.2010 and DM / N 24 Prgs (abused by Hon. High Court / Kolkata for not accepting PAN Card & Ration Card as prove of citizen), & c) ERO /AERO –Bongaon declared the victim disabled as not a citizen though possess PAN Card & Ration Card even though they are aware that denial of acceptance of PAN Card tantamount to disregard & challenging authority of PoI and GoB.
Since all the documents, certificates, correspondences made & correspondences made by department contradictory to each other, photography documents for past three decades in vast numbers are already available with you all for the past continuous six months reproduction may not be necessary. It is understood from news media that Govt. of India have decided to ear mark a fund of rupees ten lakhs to each Member of Parliament from MP’s Lad to meet the expenditure towards benefit of Physically Disabled persons wef. 01.06.2011. Surely this is a well considered decision by the Govt. of India and fully appreciated by all disabled persons. (Attachment)
Certainly the above scheme includes need based help to the Sr. Citizen, Physically Disabled who cannot move outside for what so ever purpose. It ia seen that most of the MPs don’t have any mail ID even though provided with computer device so that they may be contacted using e-governance, some of them have mail ID but does not respond. For an old aged physically disabled person who can not move out side it becomes next to impossible to meet MP of his constituency to contact & represent his case as MP remains always busy with his multifarious nature of works around constituency and other places. What can be done by other individual can not be expected to be done by any aged physically disabled who can’t move. Under the circumstances, considering the constraints brought out at above, it may be necessary to find out a friendly solution for these unfortunate victims on humanitarian grounds so that they are not deprived to get benefit provided by Govt. just for reasons beyond their control.
An example for ready appreciation
Considering the acute constraints of the undersigned aged disabled the Hon. Governor, West Bengal & SJE Ministry of GoI recommended a computer to be provided as a life line to a aged disabled can’t move and processed the case lately by you with Secretary Welfare Department, West Bengal vide No. 15-39/(93)/2008-09/AG dated 31st March / 4th April’2011 & my letter dated 11.04.2011 ( copies at attachment). You might be not happy to find a case of a Sr. Citizen (67 years), Disabled can’t move is moving like a shuttle cock from office at one end to the far end since Aug’2009. Thus the very intention of the Govt. to help an aged disabled is defeated in any way. This is not a reminder but a formal reminder will be sent separately
Suppose I, aged 67 yrs, disabled (right side of body fully paralyzed but can only operate computer with unusual left hand to communicate rest part of world in connection with social welfare works for old aged disability & disabled persons) am needed to approach my MP/ Barasat – Sri. Gobinda Naskar, do you feel it is possible for me to contact him, approach, convenience, pursue and get a work done curtailing his busy & valued time. In such case may I except similar recommendation from SJE?

Thank you very much for your kind communication. I am really happy to find that the letter in question has been marked as “URGENT SENIOR CITIZENS* ISSUE” and dealt with by “Aging Section” at the SJE Ministry of GoI. In this respect I have a special request to the ministry for consideration to include the word “*DISABLED U/M” so that the recipient can easily recognize that the person is disabled and cannot move. Since your department deals with cases of disabled persons, you might be well aware with the difficulties of senior citizen persons with disability who cannot move i.e. the difficulties are not identical to other PWDs. Hope I have been able to represent you properly. Very soon I will be sending you a proposal indicating the specific problems of aged PWDs who cannot move and some remedial measures (no financial incurrence will be necessary) for kind consideration of the ministry.
As regards my instant prayer I would like to mention that I am aware that there exist no specific rules made for the benefit of old aged disabled persons, who cannot move – but it can be expected that Government will not hesitate to find out suitable way out to help a person in need especially when case has been considered by the Governor of West Bengal and SJE ministry itself. Thank you very much for your kind communication. I am really happy to find that the letter in question has been marked as “URGENT SENIOR CITIZENS* ISSUE” and dealt with by “Aging Section” at the SJE Ministry of GoI. In this respect I have a special request to the ministry for consideration to include the word “*DISABLED U/M” so that the recipient can easily recognize that the person is disabled and cannot move. Since your department deals with cases of disabled persons, you might be well aware with the difficulties of senior citizen persons with disability who cannot move i.e. the difficulties are not identical to other PWDs. Hope I have been able to represent you properly. Very soon I will be sending you a proposal indicating the specific problems of aged PWDs who cannot move and some remedial measures (no financial incurrence will be necessary) for kind consideration of the ministry.
As regards my instant prayer I would like to mention that I am aware that there exist no specific rules made for the benefit of old aged disabled persons, who cannot move – but it can be expected that Government will not hesitate to find out suitable way out to help a person in need especially when case has been considered by the Governor of West Bengal and SJE ministry itself. I am a very small person but as discussed with other well wishers I like to avail the golden opportunity to give full marks, congratulations to Election Commission of India for conducting a free, fair, peaceful & justice to justice denied disabled person during W.B.Assembly election 2011 this time.
Incidentally it may not be out of place to mention that the incidences of 1) differential treatment made by N 24 Prgs District Administration to a disabled (80%) citizen, 2) misuse of administrative powers, 3) illegal video photography using government exchequer to defame a disabled citizen & family at an open space of his residence, 4) deliberate insults to disablers & entire PWD community conducted under leader ship of ADM/G & his flower officials on 30-08-2010 in front of DM/N-24 Prgs, 5) Issue of a hasty, imaginary, mala-fide, perverse order 04-10-2010 contradictory to vast documents produced by DM / N-24 Prgs (Suppressed publishing of order for 56 days i.e. up to 30-11-2010) against a disabled (80%) citizen who cannot move. etc, we believe that commission & highest administrators of Government of India and West Bengal might have taken proper notes for remedial and further actions to ensure corruption as well as misuse of official power free administration. Persons involved (Names of incumbent not indicated now considering decorum aspect) in this unfortunate case are a) 3 inspection officials attended my residence on 07-01-2010 as per order of SDO/BDO-Bongaon (ALRO to be excluded as he had no function), b) ADM/G main Architect & leader of insult issue of PWDs on 30.08.2010 and DM / N 24 Prgs (abused by Hon. High Court / Kolkata for not accepting PAN Card & Ration Card as prove of citizen), & c) ERO /AERO –Bongaon declared the victim disabled as not a citizen though possess PAN Card & Ration Card even though they are aware that denial of acceptance of PAN Card tantamount to disregard & challenging authority of PoI and GoB.
Since all the documents, certificates, correspondences made & correspondences made by department contradictory to each other, photography documents for past three decades in vast numbers are already available with you all for the past continuous six months reproduction may not be necessary. Hope you will spare few minutes to ensure impartial and disciplined administration. Let all of us hope for a better tomorrow. Thanks.
